Geauga County Commissioners signed an agreement Tuesday with South Russell Village to complete a paving project this summer on East Washington Street.

According to terms of the agreement, the county will complete the work and South Russell will pay for the portion of the road within village boundaries.

Total cost of the project is estimated at $725,000, although Geauga County Engineer Joe Cattell said the project is being re-bid after the original bids came back higher than expected.

South Russell’s portion of the project is estimated to cost $120,000, but could be more or less once final bids are received, said Mr. Catell.

“This is a very good deal for us and if you are going to pave a road, you pave it all the way,” said South Russell Mayor William G. Koons.

Mr. Koons said that paving that section of the road is like fixing your roof before it starts to leak.

“They came to us on this issue which was really nice and we have come to the county when we’ve done different things with culverts and just knowing their schedule,” said Mr. Koons. “For example, we’re going to be cutting culverts through Chillicothe Road this summer and we want to make sure we get our culverts in before they pave it.”

When completed, Mr. Cattell said improvements will be made to the full length of East Washington Street from St. Joan of Arc Catholic Church all the way to Chilllicothe Road.

During their meeting, commissioners also approved a request by the Department of Water Resources to apply for, accept and enter into a cooperative agreement between the Geauga County Board of Commissioners and the Ohio Water Development Authority for the refinancing of the USDA revenue bond loan for the Parkman Wastewater Treatment Plant Project completed back in 2007.

“They were originally loans that were taken out for our Parkland Project and for Thompson projects and we took them out through USDA and they’re about five to 10 years old,” said County Administrator Gerard Morgan. “With the funding OWDA now has, they have agreed to permit water and sewer entities within the state to refinance the initial loans.”

In other business, commissioners approved numerous items including requests from the department of water resources to execute a service contract agreement with DeAndrade Landscape Design to perform lawn maintenance at the northern and southern locations within the water department through December of 2022 in an amount not to exceed $48,000, and they approved a request to execute a service contract agreement with Mark Young General Contracting to perform a variety of construction and/or maintenance needed, including associated equipment at various locations within the department for theperiod of one year in an amount not to exceed $30,000.

Commissioners also approved the Department of Community & Economic Development’s submission to the State of Ohio for community block grants for federally funded state projects for Womensafe Geauga County in the amount of $35,100, DDC Clinic in the amount of $55,100, Camp Ho Mita Koda in the amount of $65,600, the department on aging in the amount of $71,500, fair housing in the amount of $15,000 and administration in the amount of $41,800.

The meeting was held at 470 Center Street, Chardon. The next regular board of commissioners meeting is scheduled for April 12 at 9:30 a.m.
